DE School-Based Wellness Centers Strategic Planning Steering Committee Meeting
- Shared screen with speaker view

08:10
Good morning, everyone! Susan Haberstroh will likely be late. We were observing the antigen testing program at MOT Charter this morning; She stayed after I left to get more info for DDOE.

08:25
Morning all!

08:28
Good Morning from Gloria James

08:42
Good morning everyone

08:58
Good morning, I have to leave early for another meeting but happy to be here for the first part.

09:32
Good morning everyone! Dr. Brown is out this week but I can bring back any items/questions to her

10:39
Sorry - I was on another call... John DSBA - Yea

14:03
From Gloria James - at some point will there representation from Medicaid and insurance?

14:21
I agree with Gloria

14:38
it should be geographically represented as well

15:14
what about consumers? PTA doesn't automatically assure consumer representation

15:16
I agree with both Gloria and Leah. Very important partners.

15:21
agree with gloria

15:23
Are Behavioral Health and SUD services included in all SBWC's or are those "additional service options"?

15:28
Medicaid and Insurance office/industry representatives

16:35
Agree with geographic level either at the county and/or type

16:44
I would add the 3 counties

19:57
Strive to implement Hub and spoke to the extent possible

20:34
Perfect wording

20:39
how about "ideally use a full-service hub model"

21:33
Do we consider this model a best practice? If so, I would advocate we strongly encourage the use of this model

22:20
technically it is not a best practice, but more so a promising approach only in DE, that I am aware of

22:52
Any wording that doesn't "require" - remember we are trying to reach kids not dictate how the center looks/operates...

23:48
agreed

23:53
Excellent point John Marinucci. Good to keep that always top of mind

24:00
Agree

24:03
agree

24:03
agree

24:06
From Gloria James - agree

24:08
agree

24:09
agree

24:18
When referring to expanding SBWC's, should the Hub and Spoke model, and /or other models, work to create a continuum of care. For example, if a SBWC is in an elementary school, there should be a connection to a middle school as well as a high school. Address the gaps in healthcare.

27:27
Just seeking clarification- are we saying SBWC are prohibited from serving caregivers or that they aren't required to serve caregivers? If we are saying they are not going to serve caregivers, I would prefer something like, "Caregivers are not eligible to receive services from a SBWC"

29:23
Well said Jon - I was struggling with that aspect...

29:24
Gloria James - the subcommittee that will deal with Recommendation 3 should include in their discussion how the student not enrolled in the wellness center but enrolled in the district but may be in middle school and not in the SBHC elementary school and how the reimbursement might change for that student.

29:51
Thank you Gloria, that has been captured!

31:34
recommendation #3 may also need to make note that this will require regulatory changes

31:46
ok

31:52
agree - my internet is flaky so its best for me to keep my video turned off

33:49
Do we need to mention JACO standards???

34:17
just clarifying- the spokes won't provide behavioral health services?

37:10
I've managed both renovations and new construction in multiple school districts and DOE - Leah is correct

38:05
Every SBWC I've renovated or built was required to be JACO compliant however they were all associated with larger system

41:31
I would also like the square footage requirements to be recommended standards - we do not want to stop the creation of SBWC because they only have 750 sq ft to dedicate to same...

43:28
Thank you for including the term "guide"

43:28
Yes

43:33
yes

43:36
yes

43:37
yes

43:41
Gloria James, agree

49:03
just clarifying- I would indicate "behavioral health screening and counseling" rather than indicate just substance use screening

53:53
Can we suggest SBWCs to apply to the VFC program? I have done it and it is not a hard application and the requirements are not tough

55:25
change language to either "mental health an substance use services or just behavioral health"

56:07
Dr. Priscilla, there was a considerable decrease in the number of SBHC immunizations administered after the medical sponsors were able to bill for services and they were only eligible for the VFC program to immunize those enrollees.

56:17
I would suggest saying "trauma informed care including trauma specific treatment"

01:00:47
Totally agree!

01:02:00
Fantastic rec

01:14:48
Thanks everyone for a great discussion. Ana and I have to hop off for another meeting. Have a good rest of your day!

01:15:17
I don’t think it is obvious that the state can not fund in entirely. It could if it determined to via new funding decisions as public service. Mix of state and local funding - let’s not take it off the table just because of where we are now.

01:18:17
I have another meeting coming up - I need to hope off - great meeting...

01:19:58
Thank you Leah

01:20:50
My apologies everyone, I need to leave this meeting for another. This is a really good meeting and it's nice to see all the work coming together. Thank you and have a nice day!

01:21:59
Perhaps at the workgroup level?

01:22:01
Is the Health Mother’s Baby Consortiuum a model? DE Thrives infrastructure

01:22:15
Or the IRMC a model?

01:23:28
How about the partnership model of “Stand By Me” - with DSEA support?

01:24:24
brb

01:28:47
Will the process be the same of reporting to the Steering Committee?

01:29:28
Is there an explicit plan to engage the legislature between now and mid-April?

01:30:26
Can we join implementation workgroup meetings if we are available? I know for me that might be better so I don’t ask too many questions on Steering Cmte!

01:32:34
Minor Point - My Current title is Director of Behavioral Health

01:33:34
Yes please share info on infrastructure if I can attend I will join. More to listen to ideas

01:34:56
How will we know when we will be needed

01:36:15
Jonathan Miller is not currently acting as the Medical Director for the Life Health Center Elementary Wellness Center

01:36:39
Jonathan is Director of Value Based Care for Nemours

01:38:56
Dr. Herman Ellis is the medical director of Life Health Center.

01:40:56
Jonathan Miller would be good for this one

01:42:32
Some one from OMB? A legislator?

01:42:44
Agreed that Tanisha would be great in that role

01:44:42
Thank you so much everyone!!

01:44:58
Great work. I need to jump off
